Position Objective: This position will supervise maintenance and capital programs of the Structures Department bridges and right of way.
Will define work for future capital and maintenance programs based on requirements for safe and reliable operations.
Responsibilities: Manage the structural maintenance and capital programs on bridges and right-of-way facilities.
Develop production planning schedule, cost estimate for project implementation, and review design plans.
Inspect structures to determine the integrity of structures for both immediate and future programs.
Establish budgets and deadlines for bridge and right-of-way projects.
Respond to emergencies and implement repairs.
Develop forecasting for long term requirements, both capital and maintenance five year and twenty year needs assessments.
Required Qualifications: Required Knowledge/Skills/Abilities: Familiarity with job skills required for various crafts (carpentry, ironwork, masonry, piping and roofing).
Ability to analyze bridge sub-structures, such as bridge abutments and super-structures, such as steel girders.
Ability to design repair and/or replace bridges and other railroad structures.
Knowledge of budget preparation and cost estimation.
Knowledge of Microsoft Office (i.
e.
, Word, Access, Excel, etc.
), and/or comparable PC applications.
Strong knowledge of AutoCAD.
Strong oral and written communication skills.
Strong interpersonal skills with the ability to interact with all levels in Metro-North as well as outside contacts.
Must be available and on-call 24 hours/day, 7 days/week.
Must have a valid driver’s license.
Required Education/Experience: Bachelor’s Degree in Civil Engineering or related field Minimum three (3) years’ experience in civil and/or structural engineering of track, bridges, and tunnels or completion of Metro-North Railroad Associate Engineer Program.
Minimum two (2) years’ experience in managing staff/diverse workforce and or projects or completion of Metro-North Railroad Associate Engineer Program.
The following is preferred but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered: Familiarity with contractual agreements and their implementation Fundamentals of Engineers Certification (EIT) or a Professional Engineer (PE) License in New York State Other Information This is a safety sensitive position subject to random toxicological testing.
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
Selection Criteria Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview.
To be selected for a position, one must meet the following criteria: (1) satisfy the minimum requirements listed in the job posting, (2) if applicable, successfully pass a written and practical exam, (3) satisfy a background investigation (including but not limited to, employment, education, and criminal history), and (4) pass a verbal interview.
